VI-1. Automatic financial assistance for the video editing of cinematographic and audiovisual works
V-1.1 Supporting documents to be attached to an application for an investment grant
(Articles 611-10 et seq.)
Investment authorisation :
1° A copy of the contract for the acquisition of video publishing rights, accompanied by proof of registration in the public film and audiovisual register and, where applicable, a statement of the amount of the acquisition of video publishing rights in the case of grouped mandates;
2° A detailed budget.
VI-2. Selective financial aid for video editing of cinematographic and audiovisual works
V-2.1. Supporting documents to be attached to an application for aid for the publication or re-publication of a specific work or for the publication of a programme of works
(Articles 611-22 et seq.)
I.-Publication or re-publication of a specific work :
1° A detailed budget ;
2° For cinematographic works, proof of registration in the public film and audiovisual register of the contract for the acquisition of video publishing rights, or, if the publisher is the programme producer, of the contract between the producer and the author mentioning the transfer of these rights ;
4° A list of works previously published and supported;
5° The video distribution contract, an agreement or a letter of intent from the distributor;
6° A means of viewing the work.
II -Publication of a programme of works :
1° For cinematographic works, proof of registration in the public film and audiovisual register of the contract for the acquisition of video publishing rights, or, if the publisher is the programme producer, of the contract between the producer and the author mentioning the transfer of these rights;
2° Where applicable, the contract proving ownership of the exploitation rights on on-demand audiovisual media services;
3° The video distribution contract listing each title of the programme presented or a letter of intent from the distribution company;
4° A list of works previously published and supported.
VI-3. Automatic financial aid for online distribution of cinematographic and audiovisual works
V-3.1. Supporting documents to be attached to an application for an investment grant
(Articles 612-10 et seq.)
Investment authorisation :
1° Invoices and/or extracts from the General Ledger relating to each cinematographic work, dated, signed and stamped by the company, or relating to expenditure on improving the editorial quality and ergonomics of the offer and the methods of access to the works;
2° In the case of internal costs, a detailed statement of these costs, either certified by a chartered accountant or an auditor when the amount of the sums invested is greater than or equal to €100,000, or certified by the company’s financial manager when this amount is less than €100,000;
3° A copy of the contracts for acquiring the rights to make the work available on on-demand audiovisual media services, together with proof of registration in the public film and audiovisual register;
4° For expenditure on publishing, promoting and marketing the works, the list of works put online by the publisher over the period covered by the application for investment authorisation.
VI-4. Selective financial support for online distribution of cinematographic and audiovisual works
VI-4.1. Supporting documents to be attached to an application for selective financial assistance for the online broadcasting of a programme of cinematographic or audiovisual works
(Articles 612-22 et seq.)
1° A detailed budget ;
2° Where applicable, a means of viewing the works and any programme supplements, as well as a means of accessing the service.
VI-5. Automatic financial aid for the production of cinematographic or audiovisual works using digital visual effects
VI-5.1. Supporting documents to be attached to an application for a direct grant
(Articles 621-5 et seq.)
1° A summary note presenting the main artistic, technical and financial characteristics of the project;
2° The screenplay preceded by a synopsis ;
3° The projected budget for the work;
4° The complete estimate(s) detailing visual effects expenditure, drawn up by the specialist service provider(s) and approved by the production company. These estimates must be detailed and formalised shot by shot;
5° A provisional financing plan;
6° A presentation of the production company, its main artistic and technical collaborators and, where applicable, digital visual effects companies.
VI-6. Selective financial aid for the production of cinematographic or audiovisual works using digital visual effects
VI-6.1. Supporting documents to be attached to an application for selective aid
(Articles 621-15 et seq.)
1° A note explaining the contribution of digital visual effects to the artistic approach;
2° The screenplay preceded by a short synopsis, and a long synopsis for long formats;
3° A presentation of the visual universe;
4° The curriculum vitae of the authors and technical artists;
5° A note on the technical project;
6° An estimate for the digital visual effects work;
7° A presentation of the companies providing the digital visual effects;
8° A note on the distribution of the work, particularly on the international market;
9° A detailed cost estimate for the work;
10° A provisional financial plan for the work, accompanied, where applicable, by the decision to grant initial support from the Centre national du cinéma et de l’image animée or a local authority;
11° A presentation of the production, distribution or international sales companies.
VI-7. Selective financial aid for the production of cinematographic or audiovisual works using animation techniques
VI-7.1. Supporting documents to be attached to an application for selective aid
(Articles 622-1 et seq.)
1° A note of artistic intent ;
2° The screenplay preceded by a short synopsis, and a long synopsis for long formats;
3° A presentation of the visual universe;
4° The curriculum vitae of the authors and technical artists;
5° A note on the technical project;
6° An estimate for technical animation work;
7° A presentation of the companies providing the animation techniques;
8° A note on the distribution of the work, particularly on the international market;
9° A detailed estimate for the work;
10° A provisional financial plan for the work, accompanied, where applicable, by the decision to grant initial aid from the Centre national du cinéma et de l’image animée or a local authority;
11° A presentation of the production, distribution or international sales companies.
VI-8. Selective financial aid for technical projects
VI-8.1. Supporting documents to be attached to an application for selective aid for the feasibility or production of projects (articles 632-1 et seq. and articles 633-1 et seq.)
I. – Company file :
1° A detailed presentation of the company in accordance with the template provided, including a description of the capital structure identifying affiliated companies and partner companies within the meaning of Annex I to Commission Regulation (EU) No 651/2014 of 17 June 2014 referred to in Article 631-2 ;
2° Tax returns for the last three financial years for which the accounts have been closed;
3° The certificates referred to in Article 122-12 ;
4° A K bis extract (for the first application only, except in the case of amendments);
II. – Project file :
1° A detailed presentation of the project in accordance with the template provided;
2° A copy of the quotes from suppliers or service providers.
VI-8.2. Supporting documents to be attached to an application for selective aid for collective operations (articles 634-1 et seq.)
I. – Administrative file :
1° A detailed presentation of the legal entity applying for aid in accordance with the model provided and a note on the development of its activities, accompanied by documents relating to its organisation:
– when the application is submitted by an association, a copy of the articles of association, a copy of the receipt for filing the declaration with the prefecture, a copy of the publication in the Official Journal and, where applicable, the chairman’s delegation of signature (for the first application only, except in the case of modifications);
– when the application is submitted by a company, a copy of the K bis extract dating back less than three months (for the first application only except in the event of amendments), a copy of the articles of association and, where applicable, the legal representative’s delegation of signature (for the first application only except in the event of amendments), as well as a description of the capital structure identifying affiliated companies and partner companies within the meaning of Annex I to Commission Regulation (EU) No 651/2014 of 17 June 2014 referred to in Article 631-2 ;
– where the application is submitted by a public institution, the statutory provisions governing its tasks;
2° Where the application is submitted by a company:
– tax returns for the last three financial years for which the accounts have been closed ;
– the certificates referred to in article 122-12;
3° Where the application is submitted by an association :
– an activity report for the previous year ;
– a detailed list of the organisation’s staff;
– the latest closed accounts and the auditor’s report if the association is required to have its accounts certified;
4° If the legal entity received a grant the previous year for the same operation, the corresponding financial report.
II. – File presenting the operation :
1° A detailed presentation of the operation in accordance with the template provided;
2° A detailed estimate for the operation and its financing plan, accompanied by any supporting documents for public or private financing.
