I.-The National Council sets the deadlines for receipt of applications, taking into account the complexity of the contract and the time required by economic operators to prepare their applications.
The minimum time limit for receipt of applications may not be less than :
1° Thirty-five days in the case of open invitations to tender from the date on which the contract notice is sent. This period may be reduced under the conditions set out in Article R. 2161-3 of the French Public Procurement Code;
2° Fifteen days in the case of a restricted invitation to tender, from the date on which the contract notice is sent;
3° Fifteen days from the date on which the contract notice is sent in the case of a procedure with negotiation;
4° Thirty days from the date on which the contract notice is sent in the case where the National Council resorts to a competitive dialogue.
II – Applications received after the deadline are eliminated.
