The National Council verifies the information contained in the application, including that concerning the economic operators on whose capabilities the candidate relies.
If the National Council finds that documents or information required to be submitted as part of the application are missing or incomplete, it may ask all the candidates concerned to complete their application file within an appropriate time limit that is the same for all.
Verification of the suitability to carry out the professional activity, of the economic and financial standing and of the technical and professional capabilities of the candidates may be carried out at any time during the procedure and at the latest before the award of the contract.
When the national council limits the number of candidates admitted to continue the procedure, the verifications mentioned in this article shall be carried out at the latest before the invitation to tender or to participate in the dialogue is sent.
The national council may require only the candidate to whom it is intended to award the contract to provide evidence that he does not fall within a ground for exclusion from the procedure for awarding the contract. It may ask the candidate to supplement or explain the supporting documents and evidence provided.
