Article R1110-16 of the French Public Health Code

Each year, the national councils of the professional associations, in the case of health professionals against whom complaints have been lodged, and the Director of the Union nationale des caisses d’assurance maladie (National Union of Health Insurance Funds) will send a report on the actions taken in application of this section to the Minister for Health and the Minister for Social Security. This report shall specify, in particular, the number of complaints received, the number of professionals who have been the subject of a complaint, the number of conciliations carried out, the average time taken for them to be held and their results, the number of complaints forwarded to the Ordinary Jurisdictions, where applicable, and the average time taken for them to be forwarded, and the number of sanctions imposed on this basis by the Ordinary Jurisdictions or the directors of the local health insurance bodies. It is also sent to the Défenseur des droits and to the commissions for the evaluation of refusals of care mentioned in article D. 4122-4-2.

Les conseils nationaux des ordres professionnels, pour les professionnels de santé mis en cause les concernant, et le directeur de l’Union nationale des caisses d’assurance maladie adressent chaque année un bilan des actions engagées en application de la présente section au ministre chargé de la santé et au ministre chargé de la sécurité sociale. Ce bilan précise notamment le nombre de plaintes reçues, le nombre de professionnels ayant fait l’objet d’une plainte, le nombre de conciliations menées ainsi que leur délai moyen de réunion et leurs résultats, le nombre de plaintes transmises aux juridictions ordinales le cas échéant ainsi que leur délai moyen de transmission, et le nombre de sanctions prononcées sur ce motif par les juridictions ordinales ou les directeurs des organismes locaux d’assurance maladie. Il est également transmis au Défenseur des droits et aux commissions d’évaluation des refus de soins mentionnées à l’article D. 4122-4-2.
