For a referendum decided by a department, a census commission, sitting in the departmental capital, totals the results recorded at the level of each commune as soon as the polling closes. It comprises three members, including a serving or honorary magistrate, chairman, appointed by the first president of the court of appeal, a person appointed by the State representative in the department and a person appointed by the president of the departmental council.
A representative of each elected group, party or political grouping entitled to take part in the campaign may attend the commission’s operations.
A copy of the minutes recording the results for each commune, including the lists of ballot papers, invalid ballot papers and non-regulatory envelopes, tally sheets and other documents that must be attached in accordance with the regulations, shall be sent to it without delay.
