Article R1112-11 of the French Public Health Code

Admission to hospital is decided by the Director on the advice of a doctor or intern in the establishment. Except in emergencies recognised by the establishment’s doctor or intern on duty, it is decided upon on presentation of a certificate from a doctor in attendance or belonging to the establishment’s consultation service attesting to the need for hospital treatment. This certificate may indicate the discipline to which the person concerned should be admitted, without mentioning the diagnosis of the condition giving rise to the admission. It is accompanied by a sealed letter from the attending physician or the consulting physician addressed to the physician of the hospital department giving all medical information useful to the latter for diagnosis and treatment.

L’admission à l’hôpital est prononcée par le directeur sur avis d’un médecin ou d’un interne de l’établissement. Elle est décidée, hors les cas d’urgence reconnus par le médecin ou l’interne de garde de l’établissement, sur présentation d’un certificat d’un médecin traitant ou appartenant au service de consultation de l’établissement attestant la nécessité du traitement hospitalier. Ce certificat peut indiquer la discipline dans laquelle devrait être admis l’intéressé sans mentionner le diagnostic de l’affection qui motive l’admission. Il est accompagné d’une lettre cachetée du médecin traitant ou du médecin de consultation adressée au médecin du service hospitalier donnant tous renseignements d’ordre médical utiles à ce dernier pour le diagnostic et le traitement.
