The National Union may issue opinions to the public authorities and draw up proposals on issues relating to the operation of the healthcare system and on the subjects mentioned in article L. 1411-1. Opinions and proposals are issued by the Board of Directors.
The Union’s Articles of Association and Internal Rules lay down an emergency procedure enabling the Board to issue opinions and proposals on matters relating to the operation of the healthcare system. In accordance with this emergency procedure, the Executive Committee informs the Board of Directors of the opinions and proposals it has issued.
The regional unions, by delegation from the national union, may issue opinions and proposals to the directors general of the regional health agencies on matters relating to the operation of the health system at regional level. Opinions and proposals are adopted by the Regional Committee or, in urgent cases, by the Executive Committee in accordance with the procedures laid down in the National Union’s internal rules.
