I.-The General Assembly of the National Union defines the strategy for coordinating the national network of approved associations of users of the healthcare system.
The regional unions ensure, by delegation of the National Union, the animation of the network at the regional level for the approved national associations including a regional representation and the approved associations at the regional level, according to the rules specified by the statutes and the internal regulations of the National Union. The strategy for running the regional network is set by the regional assembly as part of the policy for running the national network.
II – Within the framework of this mission to lead the network, the national union at national level and the regional unions at regional level, by delegation from the national union, carry out a mission of information, documentation, training and support for member associations.
Within this same framework, they contribute to informing the general public, organising public debates, promoting new information and communication technologies in the field of health, as well as observation and research activities in health, economic and social matters and relating to users’ rights and health democracy.
The national union contributes to the roll-out of national training initiatives, in particular basic training for representatives of member associations and associations making up the territorial delegations. The regional unions, by delegation from the national union, can provide training at regional level, including basic training.
