The Commission meets when convened by its Chairman. A meeting is convened by right when requested by the Minister of Justice or the Minister for Health or by six of the members of the Commission.
The Chairman sets the agenda, which must include the subjects requested by the Minister for Justice or the Minister for Health or by six of the members of the Commission.
The Commission may only deliberate if at least half of the members in office, not including the Chairman or, in his absence, the Vice-Chairman, are present. If this is not the case, a further meeting may be held after a period of fifteen days without a quorum being required.
Decisions are taken by a majority of the members present. In the event of a tie, the Chairman or, in his absence, the Vice-Chairman shall have the casting vote.
