The Board meets at least twice a year and is convened by its Chairman. The Board may be convened as of right at the request of at least one third of its members.
If, in the context of compensation for the damage referred to in article L. 3131-4, an emergency so requires, the Minister for Health may request an exceptional meeting of the Policy Board, which shall be held within a period of not less than eight days from the date of the request;
The Chairman sets the agenda, which must include items that have been requested by at least one third of the members of the Council.
The Board may only deliberate if at least half of the members in office are present, excluding the Chairman. If this is not the case, a new meeting is held, without a quorum being required, at the end of a period of fifteen days.
The Director of the Office attends meetings of the Board, without the right to vote, and may be assisted by any person of his choice.
The Board’s decisions are adopted by a majority of the members present. In the event of a tie, the Chairman has the casting vote.
