I.-The college of experts referred to in Article L. 1142-24-11 includes, in addition to its chairman, who is a member of the Conseil d’Etat, a magistrate from the administrative order or a magistrate from the judicial order:
1° A doctor with expertise in the field of child psychiatry;
2° A doctor with expertise in the field of neuropaediatrics;
3° Three people with expertise in the fields of personal injury compensation and medical liability;
4° A doctor proposed by the President of the Conseil national de l’ordre des médecins;
5° A doctor proposed by associations of users of the healthcare system which have been approved at national level under the conditions set out in article L. 1114-1;
6° One doctor proposed by companies providing medical liability insurance as provided for in article L. 1142-2;
7° A doctor proposed by the producers, operators and suppliers of medicines containing sodium valproate and its derivatives. Each producer, operator or supplier may entrust the task of formulating the proposal on its behalf to its insurer.
II -Three alternates for each member of the College are appointed under the same conditions as the full member. Each alternate may attend meetings of the College only in the absence of the full member and the two other alternates.
III – In the event of the death, resignation or termination for any other reason of a member of the College, that member shall be replaced by one of his alternates, who shall become the full member for the remainder of his term of office. The Chairman may propose, after duly hearing the interested party, that a member who has been absent from more than three consecutive meetings for which he has not been replaced be replaced under the same conditions.
A new substitute shall then be appointed in accordance with the conditions laid down in this article.
