The committee draws up its own rules of procedure. These shall be approved by the Minister for the Interior.
It shall be convened whenever necessary by its chairman either on his own initiative or at the request of at least half of its members; in addition, it may be convened by decision of the Minister for the Interior.
However, the Committee may only validly deliberate if at least half of its full members, who may be replaced or, failing this, substituted under the conditions laid down in article L. 1211-2, are present or take part in the debates by means of an audiovisual or telephone conference. If the quorum is not reached, a new meeting is immediately convened and the committee may deliberate regardless of the number of members present or taking part in the debates by means of an audiovisual or telephone conference.
With regard to the elected members, only the following may take part in the vote:
the full member;
failing this, the alternate of the full member mentioned in the tenth paragraph of Article L. 1211-2;
failing this, the replacement of the full member designated under the conditions provided for in the penultimate paragraph of Article L. 1211-2;
Failing this, the substitute for the alternate designated under the conditions provided for in the penultimate paragraph of Article L. 1211-2.
Decisions are taken by an absolute majority of the full members, where applicable substituted or replaced under the conditions provided for in Article L. 1211-2, present or taking part in the debates by means of a telephone or audiovisual conference; in the event of a tie, the Chairman has the casting vote.
