Article R1213-14 of the French General Code of Local Authorities

The President and the three Vice-Presidents of the National Council shall be elected by the members sitting in an elective capacity, from among the members elected in accordance with the articles R. 1213-2 to R. 1213-5, by secret ballot, by an absolute majority of the full members, present or replaced under the conditions set out in II of Article L. 1212-1.

If after two ballots no candidate has obtained an absolute majority, a third ballot shall be held and the election shall be by relative majority.

In the event of a tie, the oldest candidate is declared elected.

The minutes of the election are sent without delay to the minister responsible for local authorities.

Article R1213-14

Le président et les trois vice-présidents du conseil national sont élus par les membres siégeant au titre d’un mandat électif, parmi les membres élus conformément aux articles R. 1213-2 à R. 1213-5, au scrutin secret, à la majorité absolue des membres titulaires, présents ou remplacés dans les conditions prévues au II de l’article L. 1212-1.

Si après deux tours de scrutin aucun candidat n’a obtenu la majorité absolue, il est procédé à un troisième tour de scrutin et l’élection a lieu à la majorité relative.

En cas d’égalité de suffrages, le plus âgé est déclaré élu.

Le procès-verbal de l’élection est transmis sans délai au ministre chargé des collectivités territoriales.
