The Board may only validly deliberate when, in addition to the Chairman or one of the Vice-Chairmen, two of the members mentioned in 1° to 6° of article L. 1212-1 and two of the members mentioned in 7° of the same article.
If this quorum is not reached, the Board is immediately convened with the same agenda. It shall then validly deliberate regardless of the number of members present or taking part in the debates.
If the Chairman and his three Vice-Chairmen are unable to chair a meeting of the Council, and this is ascertained less than seven days before the day of the meeting, the Chairman shall appoint a Chairman for the meeting from among the members mentioned in 3° to 6° of II of Article L. 1212-1, after informing the three Vice-Chairmen.
The deliberations of the National Council shall be adopted by a simple majority of the votes cast. In the event of a tie, the chairman has the casting vote.
