Article R1213-30 of the French General Code of Local Authorities

The Chairman of the National Council or a Vice-Chairman sends requests for assessment to the relevant government departments. The latter have three months from receipt of the request to communicate the result of their analysis to the Chairman of the National Council.

For each request for assessment, the Chairman of the National Council appoints a rapporteur from among the members representing local and regional authorities and public inter-municipal cooperation bodies with their own tax status. The rapporteur prepares the draft assessment opinion on which the National Council deliberates.

Le président du conseil national ou un vice-président adresse les demandes d’évaluation aux administrations compétentes de l’Etat. Celles-ci disposent d’un délai de trois mois à compter de la réception de la demande pour communiquer le résultat de leur analyse au président du conseil national.

Pour chaque demande d’évaluation, le président du conseil national désigne un rapporteur parmi les membres représentant les collectivités territoriales et les établissements publics de coopération intercommunale à fiscalité propre. Le rapporteur prépare le projet d’avis d’évaluation sur lequel le conseil national délibère.
