For the purposes of Article R. 122-5, credit institutions, La Poste, electronic money institutions, payment institutions and bureaux de change shall implement the necessary procedures and resources to enable them to withdraw from circulation, prior to the delivery of any euro banknotes received from the public, any banknotes which they have sufficient reason to believe to be counterfeit.
To this end, they draw up internal written rules, the implementation of which they monitor. These rules shall specify the checks to be carried out by their employees or those of their agents or the persons referred to in Article L. 525-8 prior to any over-the-counter issue of euro banknotes received from the public, as well as the procedures for the withdrawal from circulation of banknotes which they have sufficient reason to believe to be counterfeit.
These controls and procedures are defined on the basis of information on euro banknotes which the European Central Bank has decided to make public and which is published by the Banque de France. They take into account the recommendations made by the Comité français d’organisation et de normalisation bancaire.
Checks must be carried out by employees who have received appropriate training. The Banque de France provides assistance to the persons mentioned in Article R. 122-5 for the training of employees responsible for checking euro banknotes at counters.
