The manager of the fund for the individual right to training of local elected representatives informs the national council at least three times a year of the financial situation of this fund. On the basis of this information, each year the National Council will draw up three-year forecasts on the financial outlook and the conditions for the financial equilibrium of the fund.
When it finds that the balance of the fund is likely to be compromised, the national council proposes measures likely to ensure its financial balance to the minister responsible for local and regional authorities, who takes them into account when drawing up a plan to re-establish the financial balance. This plan is submitted to the National Council for the Training of Locally Elected Representatives for its opinion under the conditions laid down in article L. 1621-3 of this code.
