Article R1221-9-2 of the French General Code of Local Authorities

The manager of the fund for the individual right to training of local elected representatives informs the national council at least three times a year of the financial situation of this fund. On the basis of this information, each year the National Council will draw up three-year forecasts on the financial outlook and the conditions for the financial equilibrium of the fund.

When it finds that the balance of the fund is likely to be compromised, the national council proposes measures likely to ensure its financial balance to the minister responsible for local and regional authorities, who takes them into account when drawing up a plan to re-establish the financial balance. This plan is submitted to the National Council for the Training of Locally Elected Representatives for its opinion under the conditions laid down in article L. 1621-3 of this code.

Le gestionnaire du fonds du droit individuel à la formation des élus locaux informe au moins trois fois par an le conseil national de la situation financière de ce fonds. Sur la base de cette information, le conseil national formule chaque année des prévisions triennales sur les perspectives financières et les conditions de l’équilibre financier du fonds.


Lorsqu’il constate que l’équilibre du fonds est susceptible d’être compromis, le conseil national propose les mesures susceptibles d’assurer son équilibre financier au ministre chargé des collectivités territoriales, qui les prend en compte dans l’élaboration d’un projet de rétablissement de l’équilibre financier. Ce projet est soumis pour avis au conseil national de la formation des élus locaux dans les conditions fixées à l’article L. 1621-3 du présent code.
