Article R1221-9 of the French General Code of Local Authorities

The national council draws up an annual report that its chairman submits to the minister responsible for local authorities. This report sets out the main developments in the training of local elected representatives over the past year, specifies the Council’s guidelines and policy in carrying out its work, and assesses its activity. It may recommend general measures likely to improve the training of local elected representatives and ensure its funding, in particular those referred to in article R. 1621-7.

Le conseil national établit un rapport annuel que son président remet au ministre chargé des collectivités territoriales. Ce rapport présente les principales évolutions de la formation des élus locaux au cours de l’année écoulée, précise les orientations et la doctrine du conseil dans la réalisation de ses travaux, et établit le bilan de son activité. Il peut préconiser les mesures générales susceptibles d’améliorer la formation des élus locaux et d’assurer son financement, notamment celles visées à l’article R. 1621-7.
