I.-The application is deemed to be complete if, within two months of its receipt, the ministers responsible for the applicant institution have not informed the latter of any missing or incomplete information and indicated the deadline for providing this information.
These authorities inform each other of the requests for additional information that they send to the institution and of the replies received. If no reply is received within the time limit set, the institution is deemed to have withdrawn its request.
II. -The establishment’s supervisory ministers assess, in particular, whether the conditions for transporting, taking charge of, conserving and using the bodies offer sufficient guarantees to ensure the respect due to the donor’s body, the rules in force in terms of health and safety at work for people carrying out a professional activity on the site as well as the provisions applicable in terms of environmental protection.
They also assess the quality of the information provided to donors and to the contact person designated by them, to their family or close friends, the procedures for obtaining donors’ consent to donation and the procedures for verifying the absence of opposition to the return of their body, as well as the ethical and scientific relevance of the organisation put in place by the establishment.
III.-The establishment’s supervisory ministers may request any additional information they consider necessary. This information may include financial and accounting data relating to the applicant institution.
IV – The ministers responsible for the institution will notify the applicant institution of their decision within three months of the date on which the application is deemed to be complete. If no response is received within this period, the decision is deemed to be an implicit rejection.
