Article R131-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The secretariat of the Cour nationale du droit d’asile is provided by a secretary general appointed by the vice-president of the Conseil d’Etat on a proposal from the president of the court.
Under the authority of the president of the court, the secretary general supervises the court’s departments and ensures that they operate smoothly. He is assisted by deputy secretaries general.
Under the authority of the president of the court, the secretary general is also responsible for the smooth running of court proceedings.
The execution of procedural acts is ensured by the secretary general and the agents he appoints. To this end, the secretary general may sign letters informing the parties of the measures taken by the court to prepare and hear appeals and to summon the parties to the hearing. He may also, with the agreement of the president of the court, delegate his signature for part of his duties to the agents under his authority.

Article R131-2

Le secrétariat de la Cour nationale du droit d’asile est assuré par un secrétaire général nommé par le vice-président du Conseil d’Etat sur proposition du président de la cour.
Sous l’autorité du président de la cour, le secrétaire général encadre les services de la juridiction et veille à leur bon fonctionnement. Il est assisté par des secrétaires généraux adjoints.
Sous l’autorité du président de la cour, le secrétaire général est également chargé du bon déroulement de la procédure juridictionnelle.
L’exécution des actes de procédure est assurée par le secrétaire général et les agents qu’il désigne. A cet effet le secrétaire général peut signer les courriers informant les parties des mesures prises par la cour pour la mise en état et l’instruction des recours et la convocation des parties à l’audience. Il peut également, avec l’accord du président de la cour, déléguer sa signature pour une partie de ses attributions aux agents placés sous son autorité.
