Article R131-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The Vice-President of the Council of State approves the expenditure of the National Court of Asylum.
To this end, he may delegate his signature to the Secretary General and Deputy Secretaries General of the Council of State. Delegation may also be given, for the same purposes, to the heads of department of the Council of State and to civil servants of the General Secretariat belonging to a category A body as well as to contractual agents entrusted with functions of an equivalent level.The President of the National Court of Asylum is appointed secondary authorising officer for the operating expenditure of the court over which he presides. He may delegate his signature to the secretary general and deputy secretaries general of the court.

Le vice-président du Conseil d’Etat ordonnance les dépenses de la Cour nationale du droit d’asile.
Il peut, à cet effet, déléguer sa signature au secrétaire général et aux secrétaires généraux adjoints du Conseil d’Etat. Délégation peut également être donnée, aux mêmes fins, aux chefs de service du Conseil d’Etat et aux fonctionnaires du secrétariat général appartenant à un corps de catégorie A ainsi qu’aux agents contractuels chargés de fonctions d’un niveau équivalent.
Délégation peut en outre être donnée aux autres agents en fonctions au Conseil d’Etat à l’effet de signer, sous la responsabilité des personnes mentionnées aux deux premiers alinéas, toute pièce relative aux dépenses et aux ordres de recettes.
Le président de la Cour nationale du droit d’asile est institué ordonnateur secondaire des dépenses de fonctionnement de la juridiction qu’il préside. Il peut déléguer sa signature au secrétaire général et aux secrétaires généraux adjoints de la cour.
