Without prejudice to the programme of water quality analyses provided for in articles R. 1321-15, R. 1321-15-1 and R. 1321-16 and the additional analyses provided for in articles R. 1321-17 and R. 1321-18, the person responsible for producing or distributing water is required to implement ongoing monitoring in order to guarantee the quality of water intended for human consumption.
This monitoring includes in particular:
1° Regular verification of the measures taken to protect the resource used and the operation of the installations;
2° A programme of tests and analyses carried out on critical points determined according to the hazards and risks identified. The details of this programme and the reference values for certain parameters are specified by an order of the Minister for Health, issued after consultation with the Agence nationale de sécurité sanitaire de l’environnement, de l’alimentation et du travail;
3° Keeping a health file containing all the information collected in this respect.
When the preparation or distribution of water intended for human consumption includes disinfection treatment, the effectiveness of the treatment applied is checked by the person responsible for water production or distribution, who ensures that any contamination by disinfection by-products is kept as low as possible without compromising disinfection.
For water production facilities and distribution units serving a population of more than 10,000, the person responsible for water production or distribution regularly carries out a study characterising the vulnerability of its water production and distribution facilities to malicious acts and sends it to the Prefect. The Prefect communicates this information to the Director General of the Regional Health Agency.
For packaged waters, the provisions applicable are those of articles R. 1322-29, R. 1322-30 and R. 1322-43 to R. 1322-44-1. For spring water and water made drinkable by packaged treatments, the laboratory mentioned in 1° of article R. 1322-44 is approved under the conditions laid down in article R. 1321-21.
