Article R1321-45 of the French Public Health Code

The person responsible for the public distribution network for water intended for human consumption for which the quality limits set by the order mentioned in article R. 1321-2 are not respected at the point of compliance cited in 1° of article R. 1321-5 is deemed to have fulfilled his obligations when it can be established that this fact is attributable to the private distribution installation or its maintenance, or to the quality of the water supplied by this private installation.

La personne responsable du réseau public de distribution d’une eau destinée à la consommation humaine dont les limites de qualité fixées par l’arrêté mentionné à l’article R. 1321-2 ne sont pas respectées au point de conformité cité au 1° de l’article R. 1321-5 est réputée avoir rempli ses obligations lorsqu’il peut être établi que ce fait est imputable à l’installation privée de distribution ou à son entretien, ou à la qualité de l’eau que cette installation privée fournit.
