I. – In application of 2° of article L. 1334-15, the Prefect may require a survey to be carried out, at the expense of the building owner, to check that the measures planned or implemented under the obligations mentioned in 1° of the same article are appropriate and to determine any additional measures that may be required. This assessment is carried out by an independent expert body selected by the owner in agreement with the Prefect and the Director General of the Regional Health Agency.
II – The assessment referred to in I may focus in particular on :
1° Verification of compliance with the obligations to locate, monitor and measure dust;
2° Verification that the reports and documents drawn up comply with the regulations;
3° Verification of the appropriateness and implementation of any precautionary measures;
4° Assessing the appropriateness of the proposed work and, where applicable, checking the conditions under which it is to be carried out;
5° Assessing the appropriateness of the proposed work schedules;
6° Issuing recommendations relating in particular to :
a) Carrying out additional surveys or dust measurements;
b) Implementing additional protective measures.
III – When the assessment referred to in this article is accompanied by the identification of materials and products containing asbestos, dust measurements or analyses of materials, the body shall have them carried out by persons and bodies with the qualifications referred to in articles R. 1334-23 to R. 1334-25.
