The Steering Committee examines the Agency’s medical and scientific policy with regard to ethical issues likely to arise in its field of competence, in particular when it is consulted on applications for authorisation mentioned in b of 10° of article L. 1418-1, as well as on any issue relating to medical and scientific research.
It ensures the ethical and scientific consistency of the Agency’s decisions, opinions, recommendations and publications.
The Steering Committee may propose that the Director General carry out expert assessments, studies or scientific evaluations.
It issues its opinion on :
1° Applications for the authorisations referred to in b of 10° of Article L. 1418-1 ;
2° Questions of a medical, scientific, technical or ethical nature submitted to it by the Chief Executive Officer or the Chairman of the Board of Directors;
3° Research and teaching activities in which the Agency is involved;
4° The composition of the Medical and Scientific Committee;
5° The rules of good practice in the Agency’s areas of competence;
6° The criteria and results of the evaluation of medical and biological activities;
7° Rules for the distribution and allocation of transplants;
8° The organisation of transplants and the conditions under which donors and their families are received.
The Orientation Council may make any recommendation it deems appropriate to promote the proper application of the regulations in force. It determines the criteria for assessing the training and experience required to approve the practitioners mentioned in 11° of article L. 1418-1.
It draws up an annual summary of its work, which includes an appendix containing its opinions and recommendations.
