The Comité national de concertation des agences régionales de santé is a body for information and debate. It deals with the issues mentioned in the fourth paragraph of III of article L. 1432-11.
Subject to the powers vested in the ministerial social administration committees attached to the responsible ministers and those vested in the consultation body provided for in 5° of article L. 224-5-2 of the Social Security Code, the National Consultation Committee :
1° Discusses human resources policy and management as well as the conditions for exercising social dialogue in the regional health agencies;
2° Is informed of the multi-annual guidelines for the policies pursued by the agencies, their objectives and associated indicators, and their operating resources;
3° Each year, receive a single social report on the network of regional health agencies;
4° Is informed of issues relating to working conditions, health, safety and employment concerning all agency staff.
The Minister for Health or the trade unions represented on the National Consultation Committee may propose that framework agreements be negotiated. When a framework agreement is adopted, after consultation with the Directors General of the Regional Health Agencies, it may be implemented in each Regional Health Agency.
The members of the National Steering Committee for the Regional Health Agencies are informed of the opinions issued by the National Concertation Committee.
