Article R144-3 of the French Monetary and Financial Code

The financial year begins on 1 January and ends on 31 December. At the end of the financial year, the Governor draws up the annual accounts, together with a written report on the situation of the Banque de France and its activities during the past financial year. This report shall be sent to the members of the General Council, the Censor, his alternate and the Statutory Auditors fifteen days before the meeting of the General Council provided for in the following paragraph.

The General Council shall meet within four months of the end of the financial year to deliberate and decide on the annual accounts for the past financial year. After reading his report, the Governor presents the annual accounts to the General Council. The Statutory Auditors shall report on the performance of their duties.

The annual accounts and the auditors’ report are sent to the Central Works Council within three days of the General Council meeting which deliberates and decides on the accounts.

L’exercice commence le 1er janvier et finit le 31 décembre. A la fin de l’exercice, le gouverneur arrête les comptes annuels, ainsi qu’un rapport écrit sur la situation de la Banque de France et l’activité de celle-ci pendant l’exercice écoulé. Ce rapport est transmis aux membres du conseil général, au censeur, à son suppléant et aux commissaires aux comptes quinze jours avant la réunion du conseil général prévue à l’alinéa suivant.

Le conseil général est réuni dans les quatre mois de la clôture de l’exercice pour délibérer et statuer sur les comptes annuels de l’exercice écoulé. Après lecture de son rapport, le gouverneur présente au conseil général les comptes annuels. Les commissaires aux comptes relatent, dans leur rapport, l’accomplissement de leur mission.

Les comptes annuels et le rapport des commissaires aux comptes sont transmis au comité central d’entreprise dans les trois jours qui suivent la réunion du conseil général qui délibère et statue sur les comptes.
