Article R1511-1 of the French General Code of Local Authorities

The amount of subsidies that may be paid annually by a territorial authority or grouping to one of the bodies referred to in article L. 1511-7 may not exceed 50% of the total annual revenue received by this body.

This amount may not have the effect of increasing the total annual amount of public aid received by the beneficiary organisation to more than 80% of its total annual revenue.

For the purposes of this article, subsidies from the State and its public establishments, aid from the European Community and international organisations, and subsidies from local authorities and their groupings constitute public aid.

Le montant des subventions qui peuvent être versées annuellement par une collectivité territoriale ou un groupement à un des organismes visés à l’article L. 1511-7 ne peut excéder 50 % du total des recettes annuelles perçues par cet organisme.

Ce montant ne peut avoir pour effet de porter le montant total annuel des aides publiques perçues par l’organisme bénéficiaire à plus de 80 % du total annuel de ses recettes.

Au sens du présent article, les subventions de l’Etat et de ses établissements publics, les aides de la Communauté européenne et des organisations internationales, et les subventions des collectivités territoriales et de leurs groupements constituent des aides publiques.
