The basis for the grant is equal to the amount of the damage where the property is not insured at the date of the event.
Where the property is insured at the date of the event and the applicant local authority or grouping is aware, at the time the grant application is submitted, of the amount of compensation due to it, the basis for the grant is net of this compensation.
When the property is insured on the date of the event and the applicant local authority or grouping is unaware, at the time the grant application is submitted, of the amount of compensation due to it, the basis for the grant is equal to the total amount of damage suffered.
In the case provided for in the previous paragraph, the local authority or grouping informs the State representative of the amount of the insurance compensation as soon as possible. The State representative calculates the amount of the grant that would have been paid to the local authority or grouping if the amount of the indemnity had been known when the grant application was submitted. The difference between the grant actually paid and the grant recalculated in this way is repaid.
