Article R1614-92 of the French General Code of Local Authorities

Applications for funding under the second fraction are sent to the regional prefect. They are accompanied by:

a) The final preliminary project for the project;

b) The deliberation of the deliberative body of the local authority or public establishment for inter-municipal cooperation adopting the final preliminary project for the project and setting out its financing arrangements ;

c) An explanatory memorandum specifying in particular the purpose of the project, its surface area in square metres, the conditions under which it will be carried out and the main thrusts of the library’s cultural, scientific, educational and social project, and presenting the planned cooperation initiatives; the memorandum also includes a list of existing libraries and an analysis of the needs of the population and justifies the integration of the planned facility into the public reading network or the planned extension or change in opening hours;

d) A site plan and an extract from the cadastral matrix;

e) The total estimated expenditure detailed by lot as well as the estimated schedule of this expenditure;

f) The building permit.

Les demandes de crédits au titre de la seconde fraction sont adressées au préfet de région. Elles sont accompagnées :

a) De l’avant-projet définitif de l’opération ;

b) De la délibération de l’organe délibérant de la collectivité ou de l’établissement public de coopération intercommunale adoptant l’avant-projet définitif de l’opération et arrêtant ses modalités de financement ;

c) D’une note explicative précisant notamment l’objet de l’opération, sa surface en mètres carrés, ses conditions de réalisation ainsi que les axes du projet culturel, scientifique, éducatif et social de la bibliothèque, et présentant les actions de coopération envisagées ; la note comprend également la liste des bibliothèques existantes et l’analyse des besoins de la population et justifie de l’insertion de l’équipement projeté dans le réseau de la lecture publique ou du projet d’extension ou d’évolution des horaires d’ouverture envisagé ;

d) D’un plan de situation et d’un extrait de la matrice cadastrale ;

e) Du montant prévisionnel total des dépenses détaillées par lot ainsi que de l’échéancier prévisionnel de ces dépenses ;

f) Du permis de construire.
