Article R1617-12 of the French General Code of Local Authorities

An advance shall be made available to each imprest administrator, the amount of which, fixed by the instrument setting up the imprest account and, where applicable, revised in the same manner, shall not exceed one quarter of the foreseeable amount of annual expenditure to be paid by the imprest administrator. The instrument setting up the imprest account also lays down the conditions under which, exceptionally and with the assent of the assigning public accountant, the advance may exceed this maximum. The advance is paid by the assigning public accountant at the request of the administrator, approved by the authorising officer.

Il est mis à la disposition de chaque régisseur une avance dont le montant, fixé par l’acte constitutif de la régie d’avances et, le cas échéant, révisé dans les mêmes formes, est au maximum égal au quart du montant prévisible des dépenses annuelles à payer par le régisseur. L’acte constitutif fixe également les conditions dans lesquelles, à titre exceptionnel et sur avis conforme du comptable public assignataire, l’avance peut dépasser ce maximum. L’avance est versée par le comptable public assignataire sur demande du régisseur, visée par l’ordonnateur.
