I. – The titular or temporary administrator may receive an allowance for handling funds under the conditions laid down by order of the Minister responsible for the budget.
II. – The administrator is assisted by agents. The instrument setting up the imprest account provides for the use of agents. These agents are appointed by the authorising officer with the agreement of the accounting officer and the administrator.
The agents do not receive an allowance for handling funds. However, when the agent replaces the absent administrator for a period not exceeding two months, he may receive an allowance for handling funds during the actual period in which he performs the administrator’s duties under the conditions laid down by order of the minister responsible for the budget.
III. – A handover is compulsory between the outgoing administrator or his/her authorised representative and the incoming administrator or his/her authorised representative. The incoming imprest administrator or his authorised representative or the outgoing imprest administrator or his authorised representative may give a power of attorney to carry out this formality.
