Article R2-15 of the French Code of Criminal Procedure

This authorises the creation, by the Minister of Justice, of a personal data processing operation known as the “interministerial information system for victims of attacks and disasters” (SIVAC). The purpose of this processing is to:

1° Centralising, making reliable and sharing data on people affected by accidents, incidents, disasters or offences, particularly acts of terrorism, likely to result in a large number of victims;

2° To improve information, support and care for the people mentioned in 1° and to speed up the implementation of their rights;

3° To produce statistics.

This processing concerns events occurring within the territory of the French Republic. It also concerns events occurring outside French territory involving French nationals and foreign nationals legally resident in France.

Article R2-15

Est autorisée la création, par le ministre de la justice, d’un traitement de données à caractère personnel dénommé “ système d’information interministériel des victimes d’attentats et de catastrophes ” (SIVAC). Ce traitement a pour finalités de :


1° Centraliser, fiabiliser et partager les données sur les personnes concernées par les accidents, sinistres, catastrophes ou infractions, notamment les actes de terrorisme, susceptibles de provoquer de nombreuses victimes ;


2° Améliorer l’information, l’accompagnement et la prise en charge des personnes mentionnées au 1° et accélérer la mise en œuvre de leurs droits ;


3° Produire des statistiques.


Ce traitement concerne les événements survenant sur le territoire de la République. Il concerne également les événements survenant hors du territoire français impliquant des ressortissants français et des personnes étrangères résidant régulièrement en France.
