Article R211-2 of the French Cinema and Moving Image Code

The showing of a work or document dubbed into French is subject to the issue of a separate cinematographic exhibition licence from that issued for the showing of the work or document in the original version.
A cinematographic release for a work or document dubbed in French is only granted if the dubbing was carried out entirely in studios located on French territory or on the territory of another Member State of the European Union or a State party to the Agreement on the European Economic Area. This condition is not required for works and documents of Canadian origin dubbed in Canada.

Article R211-2

L’exploitation d’une œuvre ou d’un document doublé en langue française est subordonnée à la délivrance d’un visa d’exploitation cinématographique distinct de celui délivré pour l’exploitation de l’œuvre ou du document dans la version originale.
Le visa d’exploitation cinématographique d’une œuvre ou d’un document doublé en langue française n’est accordé que si le doublage a été entièrement réalisé dans des studios situés sur le territoire français ou sur le territoire d’un autre Etat membre de l’Union européenne ou d’un Etat partie à l’accord sur l’Espace économique européen. Cette condition n’est pas exigée pour les œuvres et documents d’origine canadienne doublés au Canada.
