The Banque de France is responsible for statistical monitoring of the collection and use of the savings products mentioned in sections 1 to 5 of this chapter. It submits an annual report on these products to Parliament and the Government.
Credit institutions distributing the savings products referred to in Articles L. 221-1 to L. 221-29 shall provide the Banque de France with the information required to perform its duties at least every six months. This information shall include at least, for each establishment, the number of savings books, accounts or plans, the outstanding deposits on these savings products, the sums deposited and withdrawn on these savings products during the period in question, as well as equivalent data for other comparable savings products. An order issued by the Minister for the Economy specifies, where necessary, the content and procedures for transmitting this information.
The report assesses the role of regulated savings and how it compares with other forms of household financial savings. It provides information for assessing the financing of social housing in relation to trends in the various forms of regulated savings. Each year, it presents trends in household financial savings and the characteristics of regulated savings and their evolution. It also presents changes in centralised and non-centralised deposits, within the meaning of I of Article L. 221-5, in Livret A, Livret de Développement Durable et Solidaire and Livret d’Epargne Populaire passbook savings accounts and shows the corresponding uses, in accordance with Articles L. 221-5 and L. 221-7 and the regulatory measures taken in application of these articles.
The Banque de France shall provide the Minister for the Economy, at his request, with the statistical information available to it pursuant to this article. The statistical information made public in the report is published on the Banque de France website.
