Article R221-46 of the French Code of civil enforcement procedures

If the first distraining creditor fails to proceed with the formalities for the compulsory sale on expiry of the prescribed time limits, any opposing creditor is automatically subrogated to him after unsuccessful summons to proceed within a period of eight days.
The first distraining creditor is discharged of his obligations. He is required to make the relevant documents available to the subrogated creditor.

A défaut par le créancier premier saisissant d’avoir fait procéder aux formalités de la mise en vente forcée à l’expiration des délais prévus, tout créancier opposant lui est subrogé de plein droit après sommation infructueuse d’y procéder dans un délai de huit jours.
Le créancier premier saisissant est déchargé de ses obligations. Il est tenu de mettre les pièces utiles à la disposition du créancier subrogé.
