Article R221-65 of the French Monetary and Financial Code

The opening of a People’s Savings Plan is the subject of a written contract between the subscriber and one of the organisations mentioned in article L. 221-18 that has signed an authorisation agreement with the State. This agreement is drawn up and signed, on behalf of the State, by the competent administrative authority.

L’ouverture d’un plan d’épargne populaire fait l’objet d’un contrat écrit conclu entre le souscripteur et un des organismes mentionnés à l’article L. 221-18 et ayant adhéré à une convention d’habilitation avec l’Etat. Cette convention est arrêtée et signée, au nom de l’Etat, par l’autorité administrative compétente.
