Article R2522-5 of the French Labour Code

The regional conciliation committee is set up at the headquarters of each regional directorate for companies, competition, consumption, labour and employment. It has jurisdiction over disputes arising within the boundaries of this directorate.
Where local conditions so justify, the Minister responsible for labour may, by order, create sections with departmental or interdepartmental jurisdiction within each regional commission. He may provide for the creation of several sections for the same department.

La commission régionale de conciliation est instituée au siège de chaque direction régionale des entreprises, de la concurrence, de la consommation, du travail et de l’emploi. Elle est compétente pour connaître des conflits survenant à l’intérieur de la circonscription de cette direction.
Lorsque les conditions locales le justifient, le ministre chargé du travail peut, par arrêté, créer des sections à compétence départementale ou interdépartementale au sein de chaque commission régionale. Il peut prévoir la constitution de plusieurs sections pour un même département.
