Article R2524-10 of the French Labour Code

The Secretary and Deputy Secretary of the Superior Court of Arbitration are appointed by the Vice-President of the Conseil d’Etat from among the civil servants in the departments of the Conseil d’Etat.
In the event of surplus activity, the secretarial service is provided:
1° Either by specially recruited civil servants;
2° Or by civil servants made available to the Court by the Minister for Employment.

Le secrétaire et le secrétaire adjoint de la Cour supérieure d’arbitrage sont désignés par le vice-président du Conseil d’Etat parmi les fonctionnaires des services du Conseil d’Etat.
En cas de surplus d’activité, le service du secrétariat est assuré :
1° Soit par des fonctionnaires recrutés spécialement ;
2° Soit par des fonctionnaires mis à la disposition de la cour par le ministre chargé du travail.
