Article R2524-7 of the French Labour Code

The members of the Superior Court of Arbitration may only deliberate in odd numbers. If the Court meets in an even number, the oldest member shall abstain from deliberating.
The Court shall not rule unless at least five members are present. The presence of seven members is required when the court renders an award under the conditions provided for in the third paragraph of article L. 2524-9.

Les membres de la Cour supérieure d’arbitrage ne peuvent délibérer qu’en nombre impair. Si la cour se réunit en nombre pair, le membre le moins âgé s’abstient de délibérer.
La cour ne statue que si cinq membres au moins sont présents. La présence de sept membres est exigée lorsque la cour rend une sentence dans les conditions prévues au troisième alinéa de l’article L. 2524-9.
