Article R3122-1 of the French Public procurement code

The awarding authority which intends to award a concession contract shall publish a concession notice which includes, in particular, a description of the concession and the conditions for participation in the award procedure.
This notice shall be drawn up in accordance with the model set out in Commission Implementing Regulation (EU) 2015/1986 of 11 November 2015 establishing standard forms for the publication of notices in the framework of the award of public contracts and repealing Implementing Regulation (EU) No 842/2011.

Article R3122-1

L’autorité concédante qui envisage d’attribuer un contrat de concession publie un avis de concession qui comporte notamment une description de la concession et des conditions de participation à la procédure de passation.
Cet avis est établi conformément au modèle fixé par le règlement d’exécution (UE) 2015/1986 de la Commission du 11 novembre 2015 établissant les formulaires standard pour la publication d’avis dans le cadre de la passation de marchés publics et abrogeant le règlement d’exécution (UE) n° 842/2011.
