Article R3122-5 of the French Public procurement code

A concession notice may not be published in any medium other than the Official Journal of the European Union before it has been published by the Publications Office of the European Union.
The awarding authority may, however, proceed with publication at national level if it has not been notified of publication in the Official Journal of the European Union within forty-eight hours of confirmation of receipt of the notice by the Publications Office of the European Union.
The concession notice published at national level may not provide more information than that contained in the notice sent to the Publications Office of the European Union and shall mention the date on which the notice was sent to the Publications Office of the European Union.

La publication d’un avis de concession sur tout autre support que le Journal officiel de l’Union européenne ne peut intervenir avant sa publication par l’Office des publications de l’Union européenne.
L’autorité concédante peut toutefois procéder à une publication, au niveau national, lorsqu’elle n’a pas été avisée de la publication au Journal officiel de l’Union européenne dans les quarante-huit heures suivant la confirmation de la réception de l’avis par l’Office des publications de l’Union européenne.
L’avis de concession publié au niveau national ne peut fournir plus de renseignements que ceux qui sont contenus dans l’avis adressé à l’Office des publications de l’Union européenne et fait mention de la date d’envoi de l’avis à l’Office des publications de l’Union européenne.
