Article R3123-2 of the French Public procurement code

The conceding authority may only require from candidates information and documents that are non-discriminatory and proportionate to the subject of the concession contract, as well as information and documents relating to the powers of the persons authorised to bind them.
In particular, it may require legal entities to indicate, in their application, the names and professional qualifications of the persons who will be responsible for the performance of the concession contract.

L’autorité concédante ne peut exiger des candidats que des renseignements et documents à caractère non discriminatoire et proportionnés à l’objet du contrat de concession ainsi que des renseignements et documents relatifs aux pouvoirs des personnes habilitées à les engager.
Elle peut notamment exiger que les personnes morales indiquent, dans leur candidature, les noms et les qualifications professionnelles des personnes qui seront chargées de l’exécution du contrat de concession.
