I. – The technical assistance made available by the department consists of helping the municipalities and public establishments mentioned in article R. 3232-1 in:
1° Identifying the players and skills required to carry out their projects;
2° Organising their projects from a legal, administrative and financial point of view;
3° Seeking public funding and submitting applications for the funding required to carry out their projects;
4° Organising the technical aspects of carrying out their projects and entering into the public contracts required for this purpose.
II. – In the field of sanitation and the protection of water resources, technical assistance covers:
1° The management of the assets and the improvement of the performance of collective sanitation systems;
2° The organisation of inspections of installations and the identification of work to be carried out in terms of non-collective sanitation;
3° The preparation of the annual report on the price and quality of service provided for in the article L. 2224-5 of the General Local Authorities Code and the electronic transmission of data to the information system provided for in article L. 131-9 of the Environment Code;
4° The development of staff training programmes;
5° The establishment and implementation of drinking water catchment protection areas within the meaning of article L. 1321-2 du code de la santé publique;
6° La définition des mesures de protection des aires d’alimentation des captages d’eau potable et leur suivi;
7° La définition des mesures de gestion quantitative des ressources en eau potable et de gestion patrimoniale et performante des réseaux d’adduction d’eau potable.
III. – In the field of aquatic environment management and flood prevention defined in I bis of article L. 211-7 of the Environment Code, the technical assistance covers:
1° Identifying the competent local authorities and optimising their organisation for carrying out projects;
2° Defining actions to protect and restore wetlands and grouped operations for regular maintenance of watercourses;
3° Making an inventory of existing dykes, identifying other structures or infrastructures likely to contribute to flood prevention in accordance with II of article L. 566-12-1 of the Environment Code and the definition of diking systems and hydraulic installations, within the meaning of articles R. 562-13 and R. 562-18 of the same code, which are likely to be constituted on the basis of these works and infrastructures;
4° Ensuring consistency between, on the one hand, flood prevention actions decided as part of the exercise of the competence for aquatic environment management and flood prevention defined in I bis of article L. 211-7 of the Environment Code and, secondly, other actions contributing to flood risk management in accordance with articles L. 566-2 and L. 566-8 of the same code.
IV. – In the field of roads, which, within the meaning of this section, includes carriageways, pavements, cycle paths, road equipment open to public traffic and engineering structures, technical assistance covers:
1° The identification of the obligations and responsibilities of the local authority concerned with regard to the roads under its jurisdiction;
2° The identification and implementation of solutions adapted to road safety issues, including on the national and departmental network when the works are financed by the local authority concerned ;
3° The organisation of the management of the public road domain of the local authority concerned, in particular with regard to the occupation of the public domain, the management of structures or agreements with third parties;
4° The definition of programmes for the monitoring, servicing, in particular winter servicing, management and maintenance of the road network of the local authority concerned;
5° The definition of the characteristics of the road network of a housing estate to be integrated into the road network of the local authority concerned.
V. – In the field of mobility, technical assistance covers:
1° The organisation of regular public passenger transport services;
2° The organisation of on-demand public passenger transport services;
3° The organisation of school transport services defined in articles L. 3111-7 to L. 3111-10 of the Transport Code, in the cases provided for in the fourth paragraph of article L. 3111-7 and article L. 3111-8 of the same code;
4° The organisation of services relating to active mobility as defined in article L. 1271-1 of the Transport Code or the contribution to the development of such mobility;
5° The organisation of services relating to the shared use of land motor vehicles or the contribution to the development of such use;
6° The organisation of solidarity mobility services, the contribution to the development of such services or the payment of individual mobility aids, in order to improve access to mobility for people in situations of economic or social vulnerability and people with disabilities or whose mobility is reduced ;
7° The provision of individualised mobility advice and support services aimed at people who find themselves in situations of economic or social vulnerability as well as those who are disabled or whose mobility is reduced;
8° The provision of mobility advice aimed at employers and managers of activities that generate significant travel flows ;
9° Organising or contributing to the development of freight transport and urban logistics services, where private provision is non-existent, insufficient or unsuitable, in order to reduce urban congestion as well as pollution and nuisance affecting the environment;
10° Planning, monitoring and evaluating their mobility policy.
VI. – In the field of planning and housing, technical assistance covers:
1° Drawing up diagnoses and defining strategies, objectives and actions to meet the needs of the territory concerned and to identify sustainable development and housing projects, on a communal or inter-communal scale;
2° Carrying out technical diagnoses of situations of non-compliance of housing with the departmental health regulations brought to the attention of mayors and identifying, for transmission to the competent authorities, situations of insalubrity.
