Article R332-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The decision refusing entry into France to a foreign national, as provided for in article L. 332-2, is taken:
1° By the head of the national police department responsible for border control or, by delegation, by an official designated by him/her, holding at least the rank of brigadier;
2° Or by the head of the customs department responsible for border control or, by delegation, by an official designated by him/her, holding at least the rank of second class senior inspection officer.
In aerodromes assigned exclusively or primarily to the Ministry of Defence, this decision may also be taken by the unit commander of the maritime gendarmerie or the air gendarmerie or, by delegation, by a military officer designated by him, holding at least the rank of gendarme.

Article R332-1

La décision refusant l’entrée en France à un étranger, prévue à l’article L. 332-2, est prise :
1° Par le chef du service de la police nationale chargé du contrôle aux frontières ou, par délégation, par un fonctionnaire désigné par lui, titulaire au moins du grade de brigadier ;
2° Ou par le chef du service des douanes chargé du contrôle aux frontières ou, par délégation, par un fonctionnaire désigné par lui, titulaire au moins du grade d’agent de constatation principal de deuxième classe.
Dans les aérodromes affectés à titre exclusif ou principal au ministère de la défense, cette décision peut être également prise par le commandant d’unité de la gendarmerie maritime ou de la gendarmerie de l’air ou, par délégation, par un militaire désigné par lui, titulaire au moins du grade de gendarme.
