I.-The independent scientific commissions of the National Agency for Continuing Professional Development are :
1° The independent scientific commission for doctors, which is made up of two sub-sections:
a) The subsection for specialist doctors other than specialists in general medicine ;
b) The subsection for doctors specialising in general medicine;
2° The independent scientific commission for dental surgeons;
3° The independent scientific commission for midwives ;
4° The independent scientific commission for pharmacists ;
5° The independent scientific commission for medical biologists;
6° The independent scientific commission for paramedical professions and pharmacy assistants, which is made up of four sub-sections:
a) The nursing professions sub-section ;
b) The sub-section for rehabilitation care professions; and
c) The medico-technical and pharmacy professions sub-section;
d) The sub-section for the fitting professions;
7° The interprofessional independent scientific commission ;
8° The independent scientific commission for medical physicists.
II – The members of the independent scientific commissions are appointed by the Director General of the National Agency for Continuing Professional Development, on the recommendation of the national professional councils.
They are chosen from healthcare professionals with scientific and teaching expertise in the field of continuing education and continuing professional development.
Except in special cases linked to the specific nature of the practice of certain professions, the independent scientific commissions include a representative of the armed forces health service.
Representatives of the ministers responsible for higher education, research, health and social security may attend meetings of the independent scientific commissions in an advisory capacity.
In the absence of national professional councils, the trade unions representing the profession or speciality concerned are asked to propose professionals who meet the criteria defined in the second paragraph.
III – The independent scientific commissions carry out the following tasks, within the framework of the provisions of article R. 4021-25 relating to the monitoring of continuing professional development initiatives:
1° They are responsible for the scientific and educational evaluation of initiatives that fall within the framework of the priority multi-annual guidelines defined in article L. 4021-2 ;
2° They shall draw up the scientific and educational criteria for evaluating continuing professional development initiatives;
3° They prepare the implementation of the annual monitoring plan defined by the Agence nationale du développement professionnel continu (National Agency for Continuing Professional Development) and monitor it;
4° Where applicable, they contribute to the work of groups or commissions set up by the High Council for Continuing Professional Development of the Health Professions, under the conditions defined by the internal regulations of this body.
