The associations draw up an annual budget forecasting their revenue and expenditure.
A proportion of the association’s annual budget is earmarked for the implementation of the annual work programme. This fraction is determined by the union assembly and may not be less than 30% or more than 80% of the union’s annual budget.
Within the regional union of doctors, a fraction of the union’s annual budget is made available to each of the colleges for the implementation of their own work programme. This fraction is determined by the assembly of the union after consultation with each college. It may not be less than 25% or more than 50% of the union’s annual budget. Within this fraction, each college has a share proportional to the number of members of the Union Assembly from that college. Where a college has not defined its own work programme, the share allocated to it is reallocated to the Union’s budget.
The use of the portion of the annual budget dedicated to the implementation of the work programme is presented as part of the activity report referred to in article R. 4031-10.
The president of the union authorises expenditure, including the portion made available to the colleges.
The regional unions may not finance operations unrelated to their mission.
