Article R411-2 of the French Intellectual Property Code

The Director General of the Institut national de la propriété industrielle represents the institute in all civil acts.

He has the institute’s staff under his command.

He takes all measures useful for the running of the institute.

He prepares and implements the budget. It draws up revenue vouchers. He commits, settles and authorises expenditure within the limits of the appropriations in the budget.

He may delegate his signature, in particular for the award of contracts, to one or more agents of the institute, designated by him.

Le directeur général de l’Institut national de la propriété industrielle représente l’institut dans tous les actes de la vie civile.

Il a sous ses ordres le personnel de l’institut.

Il prend toutes mesures utiles au fonctionnement de l’institut.

Il prépare et exécute le budget. Il établit les titres de recettes. Il engage, liquide et ordonnance les dépenses dans la limite des crédits ouverts au budget.

Il peut déléguer sa signature, notamment en matière de passation de marchés, à un ou plusieurs agents de l’institut, désignés par lui.
