I.-To exercise the competences conferred upon them by article L. 4151-1 :
1° The midwife is authorised to perform all the clinical and technical procedures necessary for the follow-up and monitoring of non-pathological situations and the screening for pathology, concerning :
a) Women during preventive gynaecological care and contraception consultations ;
b) Women during pregnancy, childbirth and the postnatal period;
c) The foetus ;
d) Newborn babies;
2° The midwife is authorised in particular to carry out :
a) Gynaeco-obstetric ultrasound ;
b) Local anaesthesia during childbirth ;
c) Episiotomy, repair of uncomplicated episiotomy and immediate restoration of superficial tears of the perineum;
d) Artificial delivery and uterine revision; if necessary, the midwife may request anaesthesia from the intensive care anaesthetist;
e) Resuscitation of the newborn while waiting for the doctor;
f) Screening for neuro-sensory disorders in newborns;
g) Inserting, monitoring and removing intra-uterine devices and contraceptive implants;
h) Perineo-sphincter re-education in the event of problems following childbirth;
i) acupuncture, provided that the midwife holds a diploma in acupuncture awarded by a medical university and appearing on a list drawn up by the ministers responsible for health and higher education, or equivalent evidence of formal qualifications authorising her to practise these procedures in a Member State of the European Community or party to the Agreement on the European Economic Area.
II – The midwife is also authorised to request loco-regional analgesia from the anaesthetist during labour. The first injection must be carried out by an anaesthetist. The midwife may, provided that this doctor is able to intervene immediately, carry out reinjections via the device fitted by the anaesthetist and remove this device.
III – Under the provisions of article L. 4151-3, the midwife is authorised to carry out the clinical and technical examinations prescribed by a doctor in the event of an identified maternal or foetal pathology.
