Article R4127-99 of the French Public Health Code

Except in emergencies or in cases provided for by law, a doctor providing a preventive medicine service on behalf of a local authority is not entitled to provide curative care.

He must refer the person he has recognised as ill to the attending physician or to any other physician designated by the latter.
